Are You Subject to WAIRE (Rule 2305)?

WAIRE (Warehouse Actions and Investments to Reduce Emissions), also known as South Coast AQMD Rule 2305, applies to warehouses with 100,000 square feet or more of indoor space in a single building.

The rule covers warehouses within the South Coast AQMD, which includes all of Orange County and the non-desert portions of Los Angeles, Riverside, and San Bernardino counties. Each year, covered warehouses have a WAIRE points obligation based on truck trips to and from the site.

How Can WAIRE Points Be Earned?

Under Rule 2305, points can be earned through actions on the WAIRE menu, including acquiring zero-emission electric trucks and installing on-site charging infrastructure.

The WAIRE Mitigation Program is a South Coast AQMD incentive program that reinvests mitigation fees into zero-emission projects near warehousing activity. Funding is allocated by Source Receptor Area (SRA), a geographic area AQMD uses to manage air quality, and funded projects must stay connected to that area for the full three-year project life.
